You might remember a certain Spain - Russia played twice at EURO 2008. It happened because teams in groups A and B were separated from groups C and B until the final in order to equalize the number of rest days.
This was UEFA's explanation at that time:
"The reason for the format change this year is to equalise the rest periods during the knockout stage. Complaints were made in previous competitions that some teams gained an unfair advantage of up to a day and a half’s more rest between games as the tournament progressed."
For 2012 however, UEFA have returned to the old format, no longer separating the teams as in 2008.

Cat ne-a costat nepasarea
Acum cand sansele de calificare s-au redus semnificativ, sa ne gandim la acea seara de la Sofia cand Romania (deja calificata la EURO 2008) a pierdut cu 1 - 0 in fata unei Bulgarii deja iesite din calculele calificarii. Pe 24 octombrie 2007 am publicat un articol "Drumul spre prima urna trece prin Sofia si Bucuresti", articol care a fost publicat si pe Sport365.ro. Articolul a ajuns cu ajutorul lui Catalin Tudose si la Paul Zaharia, ofiterul de presa al FRF care a afirmat ca Victor Piturca l-a citit, dar nu a spus nimic...

EURO 2012: Qualifying draw coefficients (10 June 2008)
Update after the first round of group matches.
Portugal and Sweden climb into the first pot at the expense of Romania and Greece. Germany replace Italy at the top of the standings.
As mentioned before, I assume UEFA will use a qualifying system with six groups of six teams and three of five teams (Poland and Ukraine - automatically qualified as hosts).

According to UEFA's professional football director Giorgio Marchetti, a UEFA review of its coefficient ranking system is underway for future EURO competitions -> link.
The current formula: (P1+P2)/(M1+M2)
It takes into account the number of points gained in the last two qualifying competitions (EURO and WC).
